Some builders use this flashing also as valley flashing. Whoever it is ot that effective as a valley flashing because iy sometimes do overflow causing water leaks in the roof damaging your ceiling.

This flashing is installed against the wall to prevent water from running down the wall into the roof. Closers are also installed with head wall flashing to prevent water from blown in under the flashing into the roof.
The Cover Flashing need to be installed with the side & head wall flashing for a secure seal. This is the most effective solution.
